Noreen Winhall

Noreen Winhall joined the Crown Commercial Service (CCS) in February 2019.  Her role as Commercial Director is to lead the Buildings Pillar which incorporates Workplace and FM, Construction, Energy and Decarbonisation.  She leads a team of category specialists and procurement professionals to create a life-cycle approach across the Government’s built estate.

Noreen is based in the Midlands and supports the wider Government Commercial Function leadership team in bringing together the one team approach across the commercial function.

Noreen has over 20 years’ experience in the Construction, FM and Infrastructure sector in operational, commercial and procurement leadership roles.  She is a Fellow of the Institution of Civil Engineers as well as a member of CIPS and brings a passion for sustainability and life-cycle thinking.  She believes that a strong, capable and motivated team is crucial to delivering the best commercial outcomes for her customers as well as a healthy supplier market to drive innovation and build solutions in partnership with all stakeholders.
