Ruth Herbert

Ruth joined the CCSA in October 2021, following a public sector career spanning almost two decades. In her role as Director of Strategy & Development at LCCC, Ruth manages LCCC’s relationship with the Shareholder (BEIS) on emerging government policy, as well as leading work on the strategic direction of the company, stakeholder engagement and communications, operating model and change management. Ruth oversaw the launch of LCCC in 2014, its implementation of two key features of today’s electricity market – the CfD and Capacity Market schemes – and the company’s development into a trusted advisor to government on decarbonisation.

Ruth has extensive experience of government and whilst at DECC, Ruth headed the Electricity Market Reform Programme Management Office, overseeing the delivery of the White Paper and Energy Act 2013, industry engagement and policy coordination. In 2008-9 Ruth headed the International branch of the Office of Carbon Capture and Storage, having led on the negotiation of the EU Directive on geological storage of carbon dioxide, and was responsible for delivery of the Ministerial Carbon Sequestration Leadership Forum in London.

She previously worked on Financial Services strategy at HM Treasury and served as an economic adviser for the City of London Corporation.
